First off: What a fiddlesticks human waste show Win11 is.
My SIL has an HP printer that she wants to use with her laptop here at my home. She claims this printer works perfectly at her house but we cannot get it to work either wired or wireless. Apparently HP no longer makes drivers as stand alone downloads but uses some app to manage printing that demands an account that SIL refuses to create because "she never had to before".
Deleting any related files fails to invoke the add hardware regime.
Frankly I am lost here. Win11 is so weird that none of my Windows knowledge serves me at all anymore.

I'm guessing whatever app or driver is made to work only with the original install.
HP wants an account to spy on you and send you spam... I mean, enable the feature of printing elsewhere
It's ok to blame windows, but I'd also blame HP
I've seen a lot of opinions AGAINST HP in recent years.
But wait for someone who actually knows, I really don't use windows.
I am useless when it comes to Windows anymore. The last time I dealt with Windows was over 8 years ago, XP. Never used Win7, 8, 10 or 11 and I have just gotten so used to the reliability of Linux that my trouble shooting skills have atrophied.

If you think Windows 11 is a shitshow, then I assure you, HP printers are a human waste tsunami. I wouldn't touch one of those turds with a 10-foot pole, and if you paid me to take one, I'd sell it and buy a printer from a company that doesn't openly think of its customers as marks or rubes.
Seriously, if you aren't a fortunate 500 company buying an absurdly expensive HP laser printer, you need to look elsewhere.
