I do have (an old version of) Graphic Converter, and Photoshop CS5, but lately I've been using this site a lot:

-resizing animated gifs
-converting webp to jpg
-converting video to animated gif

Each category you see on top of the page has many options within it.

Ah cool, it will convert animated-PNG files, for which I haven't found anything else.
