These art theft stories are always romanced but I read this as a tail of a pathological narcissistic sociopath bent on selfishly possessing what are public treasures. The drive to take away the pleasure of the art from all for their own, private onanistic satisfaction.
Not even duct tape will fix stupid, but it can muffle the sound.
