We haven't had a great bloom like this in about six years. Maybe next year.

I've seen this happen except in my case:
1) it was in daylight,
2) the highway patrol car was a standard black-and-white with the roof bar lights,
3) this was on a 4-lane freeway (so no traffic violation due to the road lines changing), and
4) we--meaning the eventual speedster, the highway patrol car and me (I was maybe 300 feet behind the other cars)--were travelling at about 10 MPH above the posted speed limit for at least 20 minutes in the right lane (it wasn't a busy freeway).
For no apparent reason the guy pulls out and around the highway patrol car, going perhaps another 10-15 MPH faster. I think it took the highway patrolman about 15 seconds to flip on his roof bar--probably taking some time to express his disbelief to his dispatcher.

I understand the annual California Poppy bloom was indeed used as the basis for that flower-filled field scene in Wizard of Oz. That picture was taken at the Antelope Valley Poppy Reserve.

If you want to come visit and see this amazing sight, April 8 - 15 is generally peak bloom.
