That setting is a per-browser setting, meaning it will always stick in whatever browser you apply it in, but if you use other browsers you'll need to apply it in them, too.

Do you have javascript enabled for the site? Is it blocked, maybe by ScriptSafe?

The setting depends on javascript, and won't be displayed in browsers which have javascript disabled.

I'm sure it was more expensive than it needed to be, but it was also far ahead of its time. I bet one of the reasons for the Mac being half the size of the Lisa and with only one disk drive, was to keep the price down.
