It's a leather license plate from around 1906. Note the number of digits.

I've never been able to find it online, but 25 or so years ago now, there was this documentary series we had to watch in science class, about erosion. The narrator was some "deep-voice-super-serious-guy" and every 2-3 minutes, he's repeat the phrase "The Power... of... Water".

It's been stuck in my head ever since, and pops up to the frontbrainpart when I see photos like that.

It is an aquarium. with the proper life support system, which is built into the tank in similar models, the height to surface area ratio is not as critical as it was when we were kids just learning the hobby.
I think this tank just doesn't have any water in it yet.
