Not necessarily. While this was clearly a massive foul up, and they are lucky to be alive, the damage is fairly minimal. Replace the stove and vent hood, patch the ceiling with a bit of drywall compound and spackle, and sand to finish. The stove is the most expensive thing that will need to be replaced, and depending on model, will run ~$500 to $1,000. Total repair is probably close to $2k if they hire it done, $1500 if they do it themselves.

This. Pressure cookers are super dangerous if they are not properly maintained or the pressure relief valve is damaged or blocked.

That's a pressure cooker, NOT a regular pot. Either the pressure relief was clogged with corrosion or the lid was not fully latched. You have to know the risks and what to do before using one. Though its really not that hard.
