If that's supposed to be the Colorado River at the bottom of the Grand Canyon, it doesn't look that shade of blue. Or at least it didn't when I was down there.
The only streams I've seen that shade of blue are those leaving the terminal moraines at the end of glaciers. That blue is from finely powdered rock dust.
Though I imagine there's some sort of pollution that'll yield that color too.
Ammonia and copper salts come to mind. Perhaps there's an old copper mine upstream?
